Microsoft have since marked my case as resolved I have asked them to re-open the case and suggested this.

Initially I thought it was uploading something to the cloud and might take some time after the update but after hours of staring at the same screen it still won't work. Click File > Account Settings > Account Settings. I carried on back spacing and deleted the full name and at that point my first name appeared. Then when I back spaced cursor moved up a line and the bottom line of my signature (full name) appeared. I pressed Enter a couple of times and cursor moved down. With the 5 dots moving from left to right. In message box, my usual signature was not displayed. It just hangs saying either processing or Starting on the familiar blue screen I use my Outlook as a critical part of my work correspondence and yesterday it did an auto-update not with my consent and now Outlook will not open after the update was completed.
